Apply for a Development Permit:
For most construction projects in the Resort Municipality, you must have both a development permit and a building permit from the Province of PEI before starting construction.
A development permit and a building permit ensures that your structure is designed and constructed in compliance with the National Building Code and where applicable the National Energy Code for Buildings. It is issued according to the Resort Municipality Zoning and Subdivision Control (Development) Bylaw and the provincial Building Codes Act and regulations.
A development permit and building permit are required for the following (please note this is not the full list of structures that may require a development permit):
- Any dwelling (building used for residential occupancy) including a cottage;
- Structures for industrial, institutional, commercial, and other uses;
- Accessory buildings; or deck .
Where do I get a development permit?
Contact the Resort Municipality office at (902) 963-2698 or go to the website at resortmunicipalitypei.com, then go to Building, Business and Development and then development permit application. The application can be printed and completed by hand or can be filled out on-line.
How do I apply for a building permit from the Province of PEI?
Fill out the online form using the government site at www.princeedwardisland.ca/en/service/apply-for-a-building-permit . You will be required to provide the following information:
- Contact details of the property owner (and applicant, if different than the owner);
- Property information like property ID (PID), location, and lot number;
- Lot number may not apply to your project but if you need to add it to your application, it can be found on your deed or survey plan.
- Current use of the property and type of proposed structure;
- Structure dimensions;
- Estimated value of construction;
- Technical information (if applicable to the structure):
- Foundation type;
- Basement type;
- Heating source;
- Electrical service; and
- Siding and roof material.
- Contact details for any contracted individuals or companies;
- Copy of the development permit if you received it from a municipality.
- Copy of the following plans:
- Foundation;
- Front, side, and rear elevations;
- Floor plans;
- Cross-sections;
- Site plan; and
- Truss/structural framing (this plan is required before a framing inspection can be completed).
You can also complete and sign the Building Permit Application and email it to landsdivision@gov.pe.ca or drop it off with all required documents to one of the offices.
What happens after I apply for a development permit online?
After you apply for a development permit, the CAO will advise you of the status of the application within 48 hours and whether it needs to go to other government departments and the planning board and Council for approval or if it can be approved prior to planning board and Council Meeting.
The processing time begins after full payment is received and varies depending on the nature of the construction and required assessments. A permit may be issued within 10 days for routine residential construction.
How do I find the status of my development permit?
If you made an application for a building permit, you can send an e-mail to the municipal office for an update on the application. The process can typically take up to a month for approval depending on the type of development application being submitted.
What is the fee for a development permit?
At the time of application a development permit fee is required. The fee is based on the type of development as per the fees shown below.

Please ensure you have provided the following information with your application to ensure that the review process can begin:
- A completed development permit application
- A detailed floor plan of the structure
- A comprehensive site plan of the property along with the location of the boundaries, setbacks to all boundaries, location and size of the proposed structure including decks, driveway, septic tank, well, accessory buildings, etc..
- Payment of development permit fee (WE ONLY ACCEPT CASH, CHEQUE OR MONEY ORDER.)
- If any of the information above has not been provided with the development permit application, then this will slow down the approval process of the application
- Submit a building permit to the Province of PEI for the proposed development that will only be approved after proof of a development permit approval from the municipality has been provided.

NATIONAL BUILDING CODE REGULATIONS
The National Building Code Building Regulations are currently in place for all commercial and residential properties.
The National Building Code is in effect for all commercial and residential properties. Currently farm buildings are exempt and small sheds.
A development permit in the Resort Municipality is currently good for 16 months and if construction has commenced during that time the permit can remain in effect for 24 months.
